GFAR is managed by a Steering Committee working in close collaboration with a Donor Support Group.
Both are assisted by a Secretariat hosted in the Food and Agriculture Organisation of the United Nations (FAO) in Rome.


GFAR Steering Committee

The GFAR Steering Committee (GFAR-SC) has 13 members representing the seven categories of Stakeholders:

  • Regional Fora of the NARS from the South (5 seats): Asia-Pacific, Central Asia & Caucasus Countries, Latin America & Caribbean, Sub-Saharan Africa and West Asia & North Africa:
  • Advanced Research Institutions and universities involved in co-operation with NARS -ARIs- (3 seats): Europe, North America and Australasia:
  • International Agricultural Research Centres -IARCs- (1 seat)
  • NGO community (1 seat)
  • Farmers' organisations (1 seat)
  • Private Sector (1 seat)
  • Donor community (1 seat)

The Chairperson is from a southern NARS and the Vice-Chairperson from another category of stakeholders so as to have representatives from two different groups of stakeholders.

GFAR Donor Support Group

The GFAR Donor Support Group (GFAR-DSG), under the leadership of the International Fund for Agricultural Development (IFAD), mobilizes the international donor community in support of the GFAR initiative.

GFAR Management Team

While all policy matters are decided at the twice-yearly GFAR SC meetings, the Chairman and Vice Chairman with the professional staff of the GFAR Secretariat have formed an informal Management Team (GFAR-MT) to assist in the implementation of GFAR activities and in the Plan of Work (PoW) of the GFAR Secretariat.

The Management Team meets twice a year, usually in between two GFAR Steering Committee meetings.

NARS Sub-Committee

The NARS Sub-Committee (NARS-SC) is composed of representatives of the five regional fora of the GFAR-SC and their alternates.

The representatives of the sub-regional fora are also invited as permanent observers of this committee: the NARS Sub-Committee may also invite the heads of delegations from the CGIAR members from the South to attend some or part of their meetings and to discuss NARS inputs to the CGIAR system.

GFAR Secretariat

The GFAR Secretariat facilitates the day-to-day operations of the Forum.

It acts as the implementation body for the GFAR core activities and plays a catalytic and promotional role for projects carried out within the GFAR framework.

The Secretariat acts as a broker, encouraging and facilitating strategic alliances and research and institutional partnerships. It also assists ongoing policy dialogue on issues of global importance, promoting the participation of a broad array of stakeholders in agricultural research. Finally, the Secretariat supports the strengthening of NARS as key components of a global agricultural research system.

The GFAR Secretariat is headed by an Executive Secretary assisted by Senior Officers, APOs and volunteers, seconded by different governments.

NARS Secretariat

The NARS Secretariat was established in August 1998, hosted by FAO. Its task were to support regional and sub regional fora, thereby strengthening both, as well as their member-NARS, as well as to to promote innovative partnership mechanisms between stakeholders for the purpose of improved collaboration in agricultural research.

However, during the first plenary meeting of GFAR held in Dresden in May 2000, the merger of the two secretariats had already been decided upon.

GFAR Conference

GFAR Conferences are held once in three years. This plenary meeting provides a venue for stakeholders to discuss with each other, face-to-face, an agricultural research for development (ARD) issue of global concern. For each Conference, a general theme is selected by the GFAR Steering Committee.

The first conference took place in Dresden, Germany, on May 21-23, 2000 with the theme "Strengthening Partnership in Agricultural Research for Development in the Context of Globalization", while the second one was held in Dakar, Senegal, on May 22-24, 2003 with the theme "Linking Research and Rural Innovation to Sustainable Development".
