Information Technology and Network Services provide the applications, systems, technologies, and infrastructure to support and enhance the OECD’s global role in building knowledge, communicating with the world and interacting with governments to inform and influence policy making.

Job Duties
1. Management

• Manage a team of IT professionals responsible for developing innovative enterprise business solutions. This will involve working in close collaboration with client Directorates to identify and analyse their business needs, preparing project plans, and managing the design, development and implementation of appropriate solutions. Prepare detailed specifications and oversee the evaluation and selection of modern, cost-effective software, hardware and communications products in support of the projects. Ensure that all developments undertaken are aligned with the OECD ICT Strategy, fully reflect the priorities in ITN’s program of work and are carried out within a sound project management framework.
• Provide clients with expert advice on the opportunities and benefits afforded by technology to meet OECD business needs. Conduct evaluations and make proposals for innovation in client areas. Participate in the elaboration of business systems plans, organise and conduct roundtables, prepare and make presentations to client groups at all levels.
• Conduct financial and technical analyses, draft action plans, and prepare associated management briefings. Assist in the overall administration and management of the Division and the preparation of the annual program of work and budget.

2. Technical

• Assure integration of all enterprise business solutions with other OECD IT resources and systems, and co-ordinate horizontal developments and project implementation as required within ITN. Carry out periodic reviews of systems to ensure their continued relevance and proper functioning of software and hardware resources.
• Provide expert advice to ITN Management and assist in the preparation and updating of the OECD ICT strategy. Remain abreast of advances in the area of information management and related technologies and methodologies.

Qualifications: education, experience, communication and languages
1. Education and experience

• An advanced university degree in information technology.
• 10 years’ professional experience in information systems, in-depth knowledge of and proven experience in managing large, complex information systems projects.
• Extensive knowledge of modern computing and communications technologies, in particular those concerning information management systems and business applications.

2. Key competencies

• Demonstrated experience in managing IT development teams, and associated production and maintenance activities.
• Sound knowledge of IT project management methodologies and standards.
• Analytical ability and sound judgment, including the ability to identify important issues, grasp problems and develop sound solutions, assess technical proposals, determine priorities amongst conflicting demands, and propose cost-effective solutions to a wide range of information processing needs.
• Ability to advise on information technology strategies and directions, analyse issues and draft policy papers related to information and communications systems in a multinational environment.
• Demonstrated team leadership and management ability. Keen multicultural awareness.
• Ability to establish and maintain professional contacts with senior officials in client Directorates, Member Country Delegations and National Administrations, international organisations and suppliers.

3. Communication and OECD official languages (English and French)

• Very good knowledge of one of the two official languages of the Organisation and willingness to learn and come up to speed quickly in the other language.
• Very good inter-personal and communications skills (oral and written).

NB. The appointment may initially be made at the level immediately below if the qualifications and professional experience of the selected applicant correspond to that level; in this case, the duties and responsibilities assigned to the post will be adjusted accordingly.
