We are looking for a Wiki Platform Developer to work in the STATISTICS DIRECTORATE (STD) in collaboration with the team responsible for the OECD-hosted Global Project on “Measuring the Progress of Societies”. The OECD-hosted Global Project is fostering the development and use of sets of indicators of societal progress and we are looking to work with every country round the globe (see www.oecd.org/progress). The person selected will work under the general guidance of the Wiki Platform Manager.

FIXED TERM APPOINTMENT OF TWELVE MONTHS

Job Duties
1. Wiki Platform Maintenance and Development

• Develop and maintain the Global Project’s Wiki Platform.
• Design, construct and maintain a state of the art and highly interactive Wiki site, which will be a worldwide focal point for those wishing to build their own measures of progress, or analyse others’ measures.
• Incorporate statistics from the data warehouse within the Wiki Platform. Integrate tools which will allow for dynamic charts and graphs as well and geographical maps.
• Co-ordinate the structure, categories and search functions with related Wiki sites so that the Wiki Platform acts as an umbrella for all the sites.
• Integrate a collaborative workspace within the Wiki Platform, for discussions and social interactions as well as the creation of groups for specific topics.

2. Coordination and governance of the Wiki Platform

• Advise on the governance issues related to the creation of communities and management within the Wiki.
• Implement and manage the security for certain pages and statistical data, so that they cannot be modified.
• Ensure that copyright regulations related to editing and displaying text, statistics, images etc., are respected.

3. Promotion of the Wiki Platform

• Play a role in assisting with the promotion of the Wiki Platform in other organisations and within various web communities.
• Work with the users of statistics and Wiki technologies – including the media and policy makers – to better understand and integrate their user needs.
• Interact with the Global Project’s ICT network, internally at the OECD and with the extended network.

4. Other duties

• Assist the Wiki Platform manager when required with various ad-hoc tasks – particularly those that require web technology skills.

Qualifications: education, experience, communication and languages
1. Education and experience

•A university level or equivalent qualification in Information Technology.
•Key Programming language skills (PHP, MySQL, XML, JavaScript (DHTML, AJAX), and HTML/XHTML, SOAP) and a working knowledge of Microsoft SQL Server and Visual Studio .net.
•Between 5 and 10 years professional experience of ICT issues, including IT design, development, support and maintenance.
•Previous experience with Object-Oriented Design and UML and knowledge of Wiki platform structure and design would constitute an advantage.

2. Key competencies

•Excellent drive to be at the forefront of Wiki technologies and a desire to learn and work in a very fast paced environment.
•A high degree of aAnalytical Intelligence and excellent knowledge of common wiki application algorithms.
•Knowledge of common data structures used in Web applications and the underlying principles behind web and database applications and environment security.
• Good understanding of the ways in which statistics can be displayed, and the ways in which they are used by different audiences.
• Demonstrated ability to work well in a team and in a multicultural environment with a minimum of supervision.
• Strong attention to detail.

3. Communication and OECD official languages

•Excellent knowledge of one of the official languages of the Organisation (English and French) and good knowledge of the other.

• Very good interpersonal and communication skills.
