FIXED TERM APPOINTMENT FOR TWO-YEARS (RENEWABLE) AS FROM SEPTEMBER 2009.

The Development Co-operation Directorate (DCD) is the Secretariat for the Development Assistance Committee (DAC), the international forum where bilateral donors and key multilateral donors work together to help developing countries reduce poverty and achieve the Millennium Development Goals. The DCD assists the DAC to carry out its mandate to help increase financing for development and improve the quality and effectiveness of development co-operation.

We are looking for a Policy Analyst to support the work conducted under the Working Party on Aid Effectiveness—an international partnership of bilateral donors, multilateral organisations and developing countries hosted by the DAC. Its current mandate is to facilitate, support and monitor implementation of the Paris Declaration on Aid Effectiveness (2005) and the Accra Agenda for Action (2008). The next High Level Forum on Aid Effectiveness in 2011 will be an important landmark in this respect.

The Policy Analyst will administer and help deliver key outputs of the Working Party. In particular, the position will require supervising policy work on division of labour, transparent and predictable aid and conditionality—key commitments of the Accra Agenda for Action. The selected candidate will report to the Head of Division and work closely with other professional staff in the Development Co-operation Directorate.

Job Duties
1. Analysis and drafting

• Prepare analytical and policy documents for meetings of the Working Party on Aid Effectiveness.
• Identify and share emerging good practice as well as constraints to progress in implementing the Paris Declaration and the Accra Agenda for Action, synthesise results, and draw out policy implications and operational solutions.

2. Management and co-ordination

• Co-ordinate the planning and delivery of the work on division of labour, transparent and predictable aid and conditionality.
• Co-ordinate inputs from other Divisions in the Development Co-operation Directorate, from countries and organisations represented in the Working Party and from other development stakeholders.
• Manage external consultants to produce research papers and policy documents, when necessary to provide the basis for DAC guidance, reference papers or policy statements.
• Provide administrative support to the bodies of the Working Party including preparing agendas, summary records and terms of reference.

3. Liaison, representation and communications

• Work in partnership with the Co-Chairs of the Working Party and its task teams.
• Collaborate closely with other colleagues in the DCD and the OECD Development Cluster especially on issues related to division of labour, transparent aid and conditionality. Liaise with government officials in donor and partner countries and international organisations including the World Bank, Regional Development Banks and UNDG as well as civil society and academia.
• Represent the Development Co-operation Directorate at relevant international events.

Qualifications: education, experience, communication and languages
1. Education and experience

• A university degree, preferably in economics or political science, with a specialisation in international affairs or international development.
• Three to seven years work experience in the international development field. Knowledge and experience, especially at field level, of the aid delivery processes of bilateral and multilateral agencies.

2. Key competencies

• Strong conceptual abilities and capacity to produce high-quality analytical work.
• Good judgment in dealing with complex and sensitive policy issues.
• Strong interpersonal skills, with a proven ability to work effectively with teams in a multicultural environment; interact effectively with delegations and authorities in member and non-member countries; and promote collaboration across organisational boundaries.
• Ability to establish plans and priorities and advance initiatives with high energy and commitment. Proven capacity to produce high quality results on a timely basis and according to budget.

3. Communication and OECD official languages

• Ability to effectively communicate the key messages of complex policy issues to a range of actors.
• Excellent written and oral knowledge of one of the two official languages of the Organiation (English and French) and very good working knowledge of the other.

NB. The appointment may initially be made at the level immediately below if the qualifications and professional experience of the selected applicant correspond to that level; in this case, the duties and responsibilities assigned to the post will be adjusted accordingly.
